The unnamed Goblin Chieftain is the First Floor war chieftain and neighborhood boss of the goblin workshop clan. His boss room also shelters noncombatant family members, including elderly, pregnant, and infant goblins. Carl and Donut destroy the chamber with an explosive cart while the clan's fighters raid the llama settlement. The chieftain occupies the top of the local clan hierarchy above Rory, Lorelai, engineers, Bomb Bards, and ordinary goblins. The shamankas describe him as terrible or soft, yet they retain loyalty to the clan. Internal criticism does not make them willing to collaborate in his assassination. Carl observes a large, ugly goblin reading in a chamber crowded with family and dependents. The presence of babies, older goblins, and pregnant inhabitants establishes that the room is both a boss location and a civilian shelter. The production nevertheless treats everyone inside as part of a target zone. Carl and Donut encourage the goblins to attack the llama neighborhood by revealing the source of a desired drug supply. Once the clan's mobile fighters leave, the boss room becomes more vulnerable. The strategy exploits a conflict between NPC communities rather than confronting the full goblin force. The crawlers load a cart with black powder, Hobgoblin Pus, and remote detonators, then push it into the boss room. The blast and ensuing fire kill the chieftain and the noncombatants. The destruction is so complete that Carl cannot safely recover the body or neighborhood map. The System AI awards achievements tied to killing infants and committing a war crime. The celebratory framing makes the horror worse rather than excusing it. The scene is an early example of Carl accepting civilian deaths for survival and then carrying the moral consequence forward.
