Rosemarie is an elderly dwarf NPC, Desperado Club patron, and manager of the hidden top-floor Meat Shields office. She authorizes Carl's contract for the Penis Parade crew after Astrid's death, allowing the dancers to avoid reassignment and join the Royal Court as mercenaries. Rosemarie is an elderly dwarf woman who is initially introduced as a rowdy patron of the Penis Parade. She carries a small black-and-white fuzzy mole named Bernie on her shoulder. Bernie reacts to people independently, snuffling, growling, and head-butting Damascus in an affectionate farewell. Her age and hobbling movement do not prevent her from pelting dancers with gold coins. Doctor Bones warns her to stop aiming for Author Steve Rowland's face after a coin becomes lodged in his eye. Rosemarie answers with an insult and keeps enjoying the show. Rosemarie knows Damascus, Anaconda, and the rest of the top-floor crew outside the ordinary customer relationship. She understands their Meat Shields memberships, Astrid's arrangements, and the risk that club restructuring will push the dancers into hostile assignments. When Carl exits the secret Guild of Suffering passage disguised as a private dance customer, Rosemarie high-fives him and gives him a Certified Pole Dancer button. The interaction helps protect the hidden entrance by maintaining the club's public explanation. Damascus reveals that Rosemarie manages the top floor's Meat Shields location. The office does not appear on Carl's map because she works from a home office associated with her table inside the club. Her authority lets her open the shop interface and approve a transaction immediately. The hidden office explains how Astrid has kept the dancers formally registered as mercenaries while sheltering them in the Penis Parade. Most crawlers do not realize the club contains a contract location, reducing the chance that the crew will be hired away. After Astrid dies, Damascus expects management to restructure the club, restore other performers, and send his crew to the Larracos-level mercenary market. He presses Rosemarie to accept Carl's 100,000-gold coupon and hire the entire eligible crew to him for two floors. Rosemarie is surprised that Damascus will not join and worries about separating him from Anaconda. She also calculates the value of individual performers and notes that Damascus alone would command a high price. Once she understands that the club arrangement is ending, she approves the contract. Thirteen dancers, Doctor Bones, and Bucket Boy transfer directly to the Royal Court's mercenary barracks. Only the eligible top-floor male performers can be included. Employees from Bitches, Girls of Ill Refute, the Penis Palace, and other levels remain behind. Rosemarie's action prevents the contracted group from being reassigned as enemies on the Ninth Floor. The transaction has long-term military importance because the dancers train, fight through the Eighth Floor crisis, and join Carl and Donut during Faction Wars. Rosemarie combines bawdy humor with institutional knowledge and genuine affection. She benefits professionally from the unusually desirable performers but also understands their danger and allows them to leave. Her final remarks mourn the end of an era rather than resisting the transfer. She is alive when she opens the shop interface. No later death notice is recorded. Her absence from subsequent Royal Court scenes reflects that she is the contract manager, not one of the hired mercenaries.
